Carter Parole and Probation Compared
Parole and probation both place a person in the community under rules, but they begin in different ways. The Kentucky Parole Board decides parole for an eligible state prisoner. A judge orders probation through the criminal case. The Kentucky Department of Corrections Division of Probation and Parole administers both forms of community supervision in Carter County.
Other labels matter. Mandatory reentry supervision is a statutory period near the end of a qualifying state sentence. Post-incarceration supervision is another legal category. Discharge means the sentence or supervision has reached its recorded endpoint. None of these terms should be substituted for another.

Verify Carter Post-Release Supervision
The public starting point is Kentucky Offender Online Lookup, known as KOOL. It is suitable for a person who entered Kentucky DOC custody or state community supervision. It is not a complete Carter County jail history. A county-only pretrial release may never appear there.
- Search with a DOC or PID number when known. Otherwise, begin with a last name and part of the first name.
- Match the person by date of birth, conviction information, and other identifiers. Do not rely on the name alone.
- Read the exact Supervision Status and County of Supervision fields. A Carter release and a Carter supervision assignment are not always the same event.
- Confirm the office assignment through the DOC Division of Probation and Parole or the local number before making an in-person visit.

Have the full name, date of birth, DOC or PID number, and the stated supervision category ready. Ask whether the public status is current and which office has jurisdiction. Protected treatment, medical, family, and residence details are not part of a basic status check.

Carter Supervision and Absconder Status
Conditions are the rules attached to supervision. They may require reporting, approved travel, payment obligations, treatment, or compliance with court and DOC directions. The controlling order and the supervising officer define the actual terms. A public summary cannot establish every condition in an individual case.
An absconder label needs care. DOC policy CPP 27-17-01 describes possible absconding through a concealed location, failure to provide a current address, failure to report, or failure to respond to contact attempts. The label indicates an alleged loss of contact or noncompliance. It is not itself a release date, and it does not prove that a court has issued an active warrant.
Warrant and detainer procedures are separate. If custody status matters now, check the correct jail or prison source and contact the responsible office. VINE may report a custody event, but it is not a supervision case file or warrant database.
Carter Release Reentry Network
The District 15 resource manual connects Carter County to the FIVCO Reentry Council. That regional council serves Carter, Boyd, Greenup, Elliott, and Lawrence counties. This five-county structure is important because post-release help and supervision do not always stop at the county line.
Reentry support and legal supervision are related but distinct. A community resource can help with identification, transportation, treatment, or other transition needs, while only the court, Parole Board, or DOC can define the person’s official status. Verify legal requirements with the assigned officer and use the regional network for practical support.
The District 15 routing also explains why a Carter resident may be told to contact Sandy Hook rather than expect a full-time office at the jail. The Carter County Detention Center releases or transfers people; it does not administer state community supervision.
When Carter Supervision Ends
Supervision ends through the legal process tied to that status. Probation may end after the court-ordered term is completed or through a later court order. Parole continues until the relevant sentence endpoint or a lawful discharge. Mandatory reentry and post-incarceration supervision have their own statutory basis.
Use more than an old screen capture. KOOL states that records are improved daily and warns that recent information may not be final. A current status, DOC discharge or movement record, and the court order together give a stronger answer. Kentucky’s open-records law permits a narrow request for an existing public record, subject to exemptions.
A parole hearing, favorable decision, or projected date is not the same as physical release. The jail or DOC movement entry establishes the custody event. The supervision record then establishes what followed. Preserve the official wording, especially qualifiers such as minimum expiration, shock probation, or mandatory reentry supervision.
Carter Parole and Court Proof
The source should match the claim. The Kentucky Parole Board schedule shows that hearings are held weekly and monthly schedules are updated on Monday mornings. A schedule proves that a hearing was set. It does not prove a grant, establish the later release date, or show that the person completed release processing.
For parole, confirm the Board action, then check KOOL and the DOC movement record. For probation, ask the Carter County Circuit Court Clerk for the probation or shock-probation order and the later disposition when relevant. A felony may begin in District Court and continue in Circuit Court after indictment, so both case numbers can matter.

Supervision can also continue after the person moves outside Carter County. County of Supervision in KOOL may differ from the county of conviction or release. The assigned DOC office, not the old jail location, is the current operational contact. If KOOL displays Carter but telephone staff identifies another office, request the current public assignment and note the date of confirmation.
