Find Carter Detention Releases

Finding someone released from Carter County Detention Center requires more than checking the current jail roster. A Carter County Detention Center release may mean bond, a court-ordered exit, sentence completion, probation, or a move into another authority’s custody. The local booking record confirms what happened at the jail. Court, state, federal, and notification records may show why the person left and what followed. Matching those sources prevents a transfer from being mistaken for release into the community.

Carter Detention Release Destinations

Carter County Detention Center, or CCDC, is the only verified county detention facility in Carter County. The elected Carter County Jailer controls the jail and those committed to it. A person may leave after posting bond, receiving a court order, completing a local term, receiving credit for time served, or beginning probation. Each event can lead to the community, but the exact release entry should confirm it.

Other departures continue custody. A state felon can move into Kentucky Department of Corrections placement, including a state institution or qualifying local-jail bed. A federal detainee can move under United States Marshals Service authority. A documented immigration detainer can result in a DHS handoff. Medical transfer and death are also different from community release. Ask both whether the person left CCDC and which custody or supervision followed.

Important: “Left CCDC” is a facility event. Confirm the destination before describing it as community release.

Confirm Carter Detention Releases

The official Carter County Detention Center site links only to current inmates. No official recent-release tab, 24-hour list, 72-hour list, archive, update schedule, or post-release display period was found. The roster is still a sound first check. A matching person remains listed in current custody. An absent name triggers more research but supplies neither a release time nor a reason.

  1. Record the exact name, birth date if known, booking number, case number, and date last seen.
  2. Check the official current roster. Do not label a current booking as a released-person result.
  3. Call CCDC at 606-475-1606 and ask whether the booking ended, when it ended, the disposition, and whether another agency received the person.
  4. Check Kentucky VINE and the Carter court case for noncustody status and legal authority.
  5. Use KOOL, BOP, or ICE only when the person’s custody type supports that route.

A durable answer pairs the jail’s execution record with the order or agency record that explains the event. A court bond order can precede actual processing. VINE can provide status and a date, but it is not a certified release sheet. A new KOOL location can prove the person transferred rather than entered the community.

Carter Current Roster Limits

The official CCDC current-inmate frame makes the scope clear: it is a current-custody display, not a release ledger.

Carter County Detention Center current roster before a release search

The captured entry point supports a present-custody check. It cannot answer who left during a chosen date window. Comparing screenshots can miss short bookings and still would not reveal whether disappearance resulted from bond, transfer, a spelling change, delayed data, or another event.

No official CCDC mobile app, release-hour policy, exit-door guidance, property-return process, weekend rule, or family waiting area was verified. Those are call-before-travel questions. Unrelated Carter County, Oklahoma sources must not be used for this Kentucky jail.

Carter Release Record Contents

Ask for existing fields rather than a custom report. Useful identifiers include full legal name, aliases, birth date, booking number, case number, and admission date. Event fields include the release date and time, recorded release type or disposition, releasing authority, destination or receiving agency, and any supervision notation. Not every record contains each item.

Quote the agency label. Parole, mandatory reentry supervision, shock probation, minimum expiration, transfer, and discharge have distinct meanings. Escape and death should never be grouped with lawful release.

Request Carter Detention Records

The Carter County Jailer and detention center are the logical custodians for the booking sheet, release log entry, property record, and booking photograph. No local online request form, records email, posted copy fee, or office schedule was found. Call the jail first to confirm its current delivery address and payment method.

  1. Identify the person by full name, birth date if known, booking or case number, and a narrow booking range.
  2. Request the existing admission and release timestamps, release disposition, receiving agency or destination, booking number, and releasable photograph.
  3. Ask for the existing standard electronic format. Do not ask staff to create a narrative or calculate a date.
  4. Keep the request and response. If fields are withheld, ask for segregable nonexempt portions and the cited exception.

KRS 61.872 permits hand, mail, fax, or email routes and makes Kentucky’s standard form optional. KRS 61.880 generally requires a decision within five days excluding weekends and legal holidays. Standard copy charges under KRS 61.874 can reflect actual reproduction, media, and mechanical costs. No Carter-specific amount should be assumed.

Carter Court Release Authority

The Carter County Justice Center holds the case record that can explain why release was authorized. District and Circuit Court have separate numbers. A felony may begin in District Court and proceed in Circuit Court after indictment, so both references may matter. Ask for the docket, bond or release order, dismissal, judgment, sentence, probation order, shock-probation order, jail-credit order, and final disposition as applicable.

The court order and jail record answer different questions. The order supplies authority. CCDC supplies the actual processing time and any recorded hold or transfer. Another case or detainer can keep a person in custody after one order permits release.

Expungement also changes visibility. Qualifying Kentucky acquittals and dismissals with prejudice on or after July 15, 2020 are automatically expunged after 30 days unless the person objects, excluding traffic matters. Distribution includes the arresting agency and jail. An absent public record can reflect lawful expungement, not a faulty search.

Carter Jail Mixed Custody

A dated Kentucky DOC weekly jail report listed 139 people in 144 Carter beds on July 10, 2025. It included local and state categories plus 45 federal inmates, 13 Class D inmates, five controlled-intake inmates, and three parole violators. This is a snapshot, not a current count or annual release measure.

The mix explains why a vanished name can lead to several systems. Controlled intake can remain physically in a local jail while moving through the state pipeline. A federal detainee can move between contract jails before sentencing. The federal count does not identify ICE detainees and cannot support an immigration claim about any person.

For a state path, search KOOL and DOC Daily Releases. For a sentenced federal path, use BOP and the federal docket. For a pretrial USMS path, use the docket or a narrow USMS records request. Only person-specific evidence justifies an ICE search.

Carter Release ICE Handoffs

If an individual has a documented ICE detainer, ordinary jail release can become a DHS transfer after an added hold of up to 48 hours. That is continued custody, not entry into the community. ICE’s locator includes current detainees and releases within roughly the prior 60 days, so a supported search should be made promptly.

No Carter ICE contract or dedicated ICE facility was verified. Do not infer ICE involvement from nationality, a federal label, or the dated federal population count. When no person-specific detainer or ICE result exists, the proper conclusion is that an immigration path has not been established.

Carter Detention Historical Searches

The current roster has little value weeks or months after a booking ends because Carter publishes no archive. Start with the Carter court case and a narrow CCDC request. A case number, booking number, and approximate date give the custodian a far better locator than a common name alone. For a DOC-managed event, search Daily Releases by likely release date rather than arrest date and inspect several nearby PDFs.

VINE is strongest for present status and future notice, not as an unlimited historical certificate. Court and agency records are more durable, though retention and expungement still matter. If an older Circuit file moved to the State Records Center, the clerk supplies its case and file locator numbers. The Records Center cannot perform a name-only search.

When sources disagree, first verify identity, then custody system, then event type. A roster, court order, VINE result, and KOOL entry can reflect different stages. Preserve the dates and exact labels rather than selecting the most convenient one.
