Carter County Release Meanings

A release from the Carter County Detention Center ends one booking or custody event. It does not always mean the person walked into the community. A defendant may post bond, receive a court order, complete a local sentence, obtain credit for time served, or begin probation. Another person may leave CCDC for a Kentucky Department of Corrections placement, another jail, federal custody, or, when a person-specific detainer exists, immigration custody. The elected Carter County Jailer has custody of the jail. The detention center is therefore the logical source for the booking sheet, release entry, property record, and booking photograph. The Carter County Circuit Court Clerk holds the court case file. Kentucky DOC records cover state sentences and supervision. Those records complement one another because a court order may authorize release before jail staff finish processing it.

Important: A name missing from the current jail roster proves only that the search did not return the person. It does not prove community release.

Escape and death also end ordinary roster visibility but are not release events. Sensitive or unusual outcomes require direct agency confirmation. A release label should never be inferred from the charge, sentence length, or the day a name disappeared.

A booking entry proves what CCDC recorded. A court order supplies legal authority. VINE may give a noncustody date, while a DOC Daily Releases row provides a state release type and releasing institution. Together, these sources can support a much firmer conclusion than any one screen.

A Kentucky DOC weekly jail report dated July 10, 2025 counted 139 people in 144 Carter beds. The same snapshot included 45 federal inmates, 13 Class D inmates, five controlled-intake inmates, and three parole violators. These are point-in-time figures, not annual release totals.

Request Carter County Release Records

  1. Give the full name, date of birth if known, booking or case number if known, and a narrow date range.

  4. Preserve the response. If material is withheld, ask for nonexempt portions and the cited legal basis.

Under KRS 61.872, requests may be accepted by hand, mail, fax, or email, and an agency may not force use of one form. KRS 61.880 generally requires a decision within five days, excluding weekends and legal holidays. That is a decision period, not a promise that all pages arrive by then.

Standard noncommercial copy fees under KRS 61.874 reflect actual reproduction, media, and mechanical processing costs rather than staff time. Advance payment and postage may apply. Expunged Carter County Release Records

Online absence can result from lawful expungement. Kentucky court guidance says qualifying acquittals and dismissals with prejudice on or after July 15, 2020 are automatically expunged after 30 days unless the person objects, with traffic matters excluded. Distribution of the expungement reaches the arresting agency and local jail. An old search result may therefore disappear because the official record received legal treatment, not because the roster failed.

Conviction expungement follows different statutes, eligibility rules, waiting periods, certification steps, and fees. A public search should never attempt to reconstruct sealed or expunged details from stale unofficial material. Retention also varies. Circuit records generally transfer after ten years under the cited schedule, while district misdemeanor records may be permanent, held for an enhancement period, or eligible for destruction after listed conditions are met. Confirm actual release through a changed status, the underlying record, or the DOC Daily Releases archive. Its dated PDFs can affirm a DOC-managed release from a local jail through the DOC number, name, release type, released-from location, and highest felony class.


Carter County Release Alerts

Kentucky VINE covers local jails and adult correctional facilities. For a person in custody, it gives the current institution and phone number. When the person is not in custody, the Kentucky Attorney General says it provides the release date. VINE is a status and notification service, not a certified discharge record.

Carter Release and ICE Detainers

An ICE detainer, when documented for a specific person, can turn an ordinary jail-release point into a transfer to DHS custody. ICE describes a detainer as a request to hold the person for up to 48 additional hours so immigration authorities can assume custody. It is not a community release.

No Carter County ICE contract or dedicated ICE facility was verified. The federal category in the dated jail report cannot be treated as proof of immigration custody. For a statutory registrant, the Kentucky State Police registry can corroborate a registration duty and last reported public status. It is not a general Carter County release database. A registry result does not guarantee uninterrupted community presence, and absence from it says nothing about someone without a registration duty.
