Why Carter Release Names Vanish
Carter County's distinctive data issue is the narrow design of its official detention website. The CCDC home page is a minimal frameset whose public lookup is expressly for current inmates. It does not state how often data refreshes or how long a record remains visible after custody ends. No Carter release archive or mobile app was verified.

The source must match the legal authority. CCDC and Kentucky VINE are central to an ordinary county-jail booking. KOOL and DOC Daily Releases apply when Kentucky DOC controls the sentence. Released and discharged also differ. A person can leave a jail and still serve a sentence under parole, probation, or mandatory reentry supervision. Discharge is the sentence endpoint described by the controlling record.

That period concerns the agency response, not guaranteed delivery of every record.
