Check Carter ICE Releases

The ICE detainee locator applies to Carter County only when individual records support an immigration custody path. Carter County has no verified ICE contract or dedicated immigration detention facility. A documented detainer can turn a local jail departure into a transfer to federal immigration custody rather than release into the community. ICE’s locator, detention information line, court records, and the Carter jail entry can help trace that sequence. A federal label or missing roster name alone does not justify an ICE conclusion.

Carter ICE Path Is Conditional

ICE custody is a conditional federal pathway, not a Carter County facility. No contract, dedicated ICE center, or routine ICE release operation was verified in Carter County. Carter County Detention Center may hold people under several legal authorities, but its dated federal population category does not identify immigration detainees.

Use person-specific evidence. A jail release entry may name a receiving agency. A court file may reveal that ordinary local custody would otherwise end. An ICE detainer or an ICE locator match can support the immigration branch. Without one of those facts, do not infer immigration involvement from a person’s name, birthplace, charge, or federal classification.

Important: An ICE search is appropriate only when the individual record supports it. Carter County has no verified ICE jail.

Carter Release Versus ICE Transfer

An ICE detainer asks another law-enforcement agency to notify ICE before release and maintain custody for a limited period so DHS can assume custody. ICE states that the added period can last up to 48 hours beyond the point when the person would otherwise be released. A handoff during that period is continued custody.

The official ICE detainer information explains the federal request and transfer role.

The captured source supports a precise distinction. CCDC may record the end of its booking while ICE records the next custody stage. Neither event should be collapsed into “freed.” Ask CCDC for the release or movement time, disposition, destination, and receiving authority.

Search ICE Detainee Records

The ICE Online Detainee Locator System, or ODLS, has two search routes. The identifier route needs a nine-digit A-number and country of birth. If an A-number has fewer than nine digits, add leading zeros. The biographical route needs exact first and last names plus country of birth, with date of birth available to narrow the match.

  1. Confirm that a detainer, receiving-agency entry, immigration case, or other person-specific fact supports an ICE search.
  2. Use the A-number route when that identifier is known; it is stronger than name alone.
  3. Otherwise enter the exact recorded name and country of birth, then use birth date if available.
  4. Preserve the exact result and time checked. Do not broaden its meaning beyond ICE custody.
  5. If no result appears, use the ICE information line and reconcile CCDC and court records.

ODLS excludes minors, and not every person appears. Exact spelling can matter. A no-result search can reflect an identifier mismatch, a record outside the locator window, an excluded record, or no ICE custody. It does not prove community release.

ICE Released Record Window

ICE says ODLS contains current detainees and people released within the preceding 60 days. That short historical reach makes prompt checking important when a supported Carter County immigration transfer is suspected. It also means the locator is not a permanent release archive.

The ICE locator coverage information describes who may appear and the recent-release period.

The captured guidance defines the result’s scope. An ICE released result indicates the end of the ICE custody event shown. It does not settle a state case, federal criminal supervision, a later arrest, or every immigration proceeding. Record the exact displayed wording rather than replacing it with a broader claim.

Carter ICE Evidence Chain

A sound custody chain begins with the local record. CCDC can establish that a booking ended and may identify a receiving authority. A Carter court order can explain why the local case permitted release. The detainer explains why the person could remain held for DHS pickup. ODLS then addresses ICE custody or its recent end.

SourceQuestion answered
CCDC booking/release entryWhen did the Carter facility event end, and was a destination recorded?
Carter court fileWhat order authorized release from the local case?
ICE detainerDid ICE request notice and a temporary additional hold?
ICE ODLSDoes the person appear in current or limited recent ICE custody data?
ICE information lineCan ICE provide location help when the public locator does not resolve it?

These records may carry different timestamps. A court order can precede jail processing. The CCDC departure can precede ICE intake. ODLS can update later. Preserve the source date and do not force the entries into a false single moment.

Call ICE About Carter Custody

When ODLS does not return a supported search, the ICE Detention Reporting and Information Line is 888-351-4024, Monday through Friday from 8 a.m. to 8 p.m. Eastern. Have the A-number, full legal name, aliases, birth date, country of birth, and last known facility available.

Ask about current ICE custody or the office that can address the record. Avoid asking Carter County to certify an ICE release, and avoid asking ICE to certify the local booking event. Each authority owns a different part of the chain.

If the person was instead in federal criminal custody, the BOP locator or federal docket may be correct. USMS pretrial movements also may not appear in BOP. “Federal” is a broad label, not an agency result.

Request Carter Transfer Records

Send CCDC a narrow request for the existing booking and release or transfer record. Identify the person by full name, birth date if known, booking and case number, and a tight date range. Ask for admission and departure timestamps, recorded disposition, destination or receiving agency, and the booking number.

Kentucky’s open-records route allows hand, mail, fax, or email delivery, and the standardized form is optional. No Carter-specific request email, posted fee, or release-record form was found, so call 606-475-1606 to confirm the custodian’s current delivery method and payment procedure.

A record may lawfully redact exempt information. Ask for segregable nonexempt fields and the cited statutory basis for withholding. Request existing electronic copies rather than asking staff to investigate or create a custody narrative.

ICE Release Terminology

Exact terms prevent serious errors. A detainer is a request tied to possible immigration custody. A transfer is movement between authorities. ICE release ends the ICE custody event reflected by the source. None of those phrases alone determines the final outcome of an immigration case.

A-number
A federal immigration identifier used by ODLS, formatted as nine digits for the search.
Detainer
An ICE request for notice and a limited hold beyond ordinary release.
DHS handoff
Transfer from local or other custody into Department of Homeland Security custody.
ODLS release
A recent end of the ICE custody event shown within the locator’s limited reach.

A removal order, immigration bond, release on recognizance, supervision, transfer, and removal from the United States are distinct events. Do not claim any one without an authoritative record using that term.

Carter ICE Claims to Avoid

The July 2025 jail report’s federal count cannot be treated as an ICE count. No verified Carter agreement supports calling CCDC an immigration facility. A roster disappearance cannot prove DHS pickup. A surname, language, or place of birth cannot establish immigration status.

ICE ODLS also has limited coverage. A missing result does not prove the person was never detained or has entered the community. Older released-person data may have fallen outside the 60-day window. Minors are excluded. Some identities require exact spelling or the correct A-number.

The correct conclusion should match the evidence: “CCDC recorded transfer to a federal authority,” “ICE ODLS returned current custody,” or “ICE ODLS returned a release result on the date checked.” Where the proof stops, the claim stops.

Carter ICE Release Contacts

For the local event, contact Carter County Detention Center at 13 Crossbar Road, Grayson, KY 41143, 606-475-1606. For an ICE locator question, use ODLS and the Detention Reporting and Information Line. For the legal authority in the Carter case, request the relevant order from the Carter County Circuit Court Clerk.

No visitor, release-hour, property-return, or family pickup process for ICE exists as a verified Carter facility fact because there is no verified local ICE center. Confirm the actual detention location before making travel plans. The Carter County released inmate search covers the county, state, VINE, and federal paths that should be ruled in or out before using this conditional route.
